With threats of a federal indictment looming over his head, Philadelphia City Councilman Rick Mariano perched on the observation deck near the top of City Hall late this afternoon before Mayor Street and Police Commissioner Sylvester Johnson talked him down."He's fine, he's on his way down," Street told reporters shortly after 6:20 p.m.
Police had treated the situation as if Mariano might jump, dispatching a fire truck and rescue crew to City Hall at about 5:50 p.m. About the same time, union leader John Dougherty, Mariano's friend and political patron, headed into the building.
Street and Johnson talked Mariano down from the deck shortly after 6 p.m., Police Inspector William Colarulo said.

helicopter
I saw the helicopter heading there when I left my house on 12/South headed to the concert. When I got to City Hall, the helicopter was on the north side, I had no idea what was going on. I thought it was covering the concert. Little did I know.
There was Plexiglass
Dang, that sucker couldn't even get that right. There's Plexiglass all around the observation tower, so it would have been a short jump. What he did do is jump into the "I'm guilty" pool. Ugh.
