Oops, they did it again! As in oops they went against their own procedures and murdered another family pet. Can this SPCA be sued? Can they be fined for cruelty to animals? While other shelters (like PACCA for example) are TRYING to clean up and do the right things, the Delaware County SPCA still demonstrates gross mismanagement. Strong words? Read this article and judge for yourself:
Two months after the Delaware County SPCA shelter covered up the euthanasia of a beloved family cat and promised to change its policy, another cat has been put down before members of an Upper Darby family could claim their companion.

...not kill pets! this is inexcusable...if that Philly shelter could clean house and start fresh, what's wrong with these fools? Oh those poor people.....

It's more than a shame; it's criminal. Hope some of the people involved get jail time. I brought a homeless cat into my home. She was about 6 months old at the time. I've gotten her shots the last two years. Taken her to the vet twice when she wasn't well and paid to have her spayed. That's a big financial investment. I let her out but she always has collars and ID on her. Sometimes she comes in minus the collar and ID.
She was a street cat and can't be kept in all day 24/7. I let her out about 10 am and bring her in about 8 pm.
I'd hate to have the Delaware County SPCA get their hands on her.

Before you people go running your mouths about something you don't know anything about, why don't you wait for both sides of the story? The situation with whiskers was an unfortunate mistake, But this knew quack job is just trying to get some attention. besides, what idiot lets a declawed cat outside to rome free in an area that has been infected with rabies? now, who is really cruel to animals? as for the whiskers case, don't you read the paper? the people responsible are being punished for what they did. it has nothing to do with management. but, you are probably to low on the employment chain to understand that. I believe it was the manager who was doing everything he could to help whiskers's family through there grieving. Oh and if you were really concerned with what is going on you know that the lady who owned the last cat didn't bother to go looking for the cat until days after it had been missing. follow the story and you would have heard that she lets the cat out and it is basicly like, see you when i see you. she probably wouldn't have even cared it the cat had been killed in a fight, defensless with no claws. she probably is just looking to sue. trying to get some money. but... thats just the opinion of somebody who has followed the story from the beginning. oh if you are so concerned with your own cat, why doesn't she have a micro chip. then you wouldn't have to worry about the S.P.C.A. getting their hands on her.

(Yes, cats get out, which is why a micro chip is best, or at least a collar with tags. The recent incident as "running" said, let her cat and cats out all the time. (I heard owner say the same thing on Channel 6) Upper Darby has an ordinance against this for obvious reasons. Which is why Upper Darby put out the traps.(my X-spca employee friend told me) The recent case, the owners could be warned or fined. With no claws is animal abuse I think. Like a cop in Chester without a gun at night, think about it)

(comparing the spca to a concentration camp would be a disservice to the millions of people who lived and died in a real one. Thankfully you, me or anyone else I know knew how those camps felt. The spca does need changes, they seem to admit, why not help them? volunteer? Visit them to see how you can help? I can't for personal reasons.

anonymous poster - another anonymous poster here asking for you to define that statment. are you referring to the poster, or the commentors? because so far I see comments that are just fine. these debates over shelters and spcas sure do get heated, but the probl;em is that delco ain't even playing by it's own defintion of rules. i am pro rescue. personally I use the morris animal shelter. have one of my best cats from there (I have two), and this cat is close to 20 now!

I was referring to the Shelter in Kensington? the Phila spca, they have a closed door policy, they do not take in animals. But they get adoptable animals at pacca (northeast?). pacca says they don't put animals to sleep yet (hear say from X employee's) they kill by the hundreds and run by a female dictator that has the board thinking she is great. I'm sure if you looked at the personnel records you could see how many people are leaving or get fired due to not agreeing with female dictator. All this is hear say.

ahhh...that's good info anonymous. so, bascially, the PACCA piece in Philly Ragazine was just a fluff piece - as fluffy as a bunny's butt? interesting. that sucks, but I found it hard to believe they made such a difference over there...and when I was reading the PACCA article I thought somebody slipped somebody a little sumptin sumptin to make that story a nice neat package complete with bow....it would be nice if those newspaper hounds did follow ups to last year's stories. they were all in the daily news, right?

Yep, a bunny's butt just may be correct. Your instinct was correct turns out. Agree, there had to be a "little sumptin sumptin" as I have found, newspapers hardly ever get it right. Either leave important information out, distort, etc, all to sell the news. Then when it's found they got it wrong, you never hear about that, for numerous reasons.
Carol Erickson over at Channel 3 is on the board, could explain the bow, without her knowledge most likely, I imagine, she is an animal lover.
So, what can be done? Are employee records available? Euthinazia records, if not doctored? available? Maybe the truck that picks up the remains has a list of remains by the pound?
A great suggestion would be to infiltrate? I wonder if any news person would be willing?
Maybe someone should tell Carol Erickson? X employees could, but they are mad and move on and won't look back. Yep, a sing operation would be so coooool. Any other ideas? Why do I care? I ask myself, I care cause animals can't speak and I hate injustice.

I was refering to the commentor who said it's cruel and it's mismanagement. I got a cat from the delco spca when i was a kid. never had any problems. I had him 14 years. He died about 2 years ago. He was a house cat. He never went out...ever. a few times he slipped out the door, but only went about 5 feet and came right back in. thats why i find it amusing when people say sometimes even house cats get out. if a cat has lived its entire life indoors, it isn't really curious about whats outside. and if it does get curious and wonders out, it doesn't take long for it to get scared and come right back. somebody said i'm a big mouth and must work for the delco spca. NO. that is absolutely not true. But the way i feel is that Margaret, the owner of keeshca or whatever the cat's name was, should get in trouble. I know people from that area. they say that cats aren't allowed to rome free, because last year a raccoon was caught that was infected with rabies. And this woman stated that the spca should have known it belonged to somebody because it was declawed. she should also get in trouble for letting that cat outside with no means of defending itself. that is animal cruelty. Besides people have been known to abandon declawed animals. I just feel that the spca is not to blame, In the whiskers case they have the people who were to blame. their actions should not reflect on the other employees. as for this new cat, I think it was the owner's fault. if the cat meant so much to her it shouldn't have been outside to begin with. cats get run over all the time, they get stolen, they get poisened. it's sad but true. I get very bothered by the fact the this whole ordeal is being taken out on the spca. animals have to be put down. otherwise there would never be a chance for other animals, there would be no room. but talking about closing down the spca isn't right. that isn't fair to the animals. they didn't do anything. so everybody who agrees with closing the shelter should re-evaluate their own animal cruelty.

hey genious, if you are goin to get involved in a story, make sure you follow the whole story. go back and buy the the papers you missed. it was stated during the whiskers situation, that new management just took over a few weeks before the whiskers incident. I you feel you are so smart why don't you go try to make things better. after all its only the animals we have in mind right? I feel so much for these animals, I have been going to the spca for years to adopt pets. I have seen some real mismanagement. I real feel that the people who run the shelter now should get a fair chance. They are being honest and trying to make changes. Everybody has to start somewhere, right?

Those comments were most likely moderated down in value by registered users.
The good news is that you can still view them by changing your comment viewing preferences (located at the top of the comments section), so that you can see all comments -- or so you can see only the comments valued at a certain level or higher.
The better news is that you can register and log in, which will allow you to help in the moderation of comments -- at the same time, that will allow you to be more easily identified by other participants (clearing up some of the confusion of who's talking to whom).

If what I'm reporting is true it hopefully would be revealed. It would take an investigation I guess. I have been so discouraged at finding out how much people in high places lie, for numerous reasons.
Animals cannot talk, so we have to try to help them as we do for handicapped people, etc.
If you can send this blog site to them, it may urge someone to start peeking behind doors to find the truth. What could it hurt to do that? if what I am reporting is not true, then so be it. But I have a very reliable source which I cannot reveal, darn, can't even reveal myself.

Look - Anonymous poster - I get where you are coming from. But if you know SPECIFICALLY of animal abuse and SPECIFIC instances of cruelty at these shelters, you need to (not to be mean), put up or shut up. If you work at one of these shelters, you will have to find a round about way of getting the news out. You can talk to a reporter (how about leaving them a message from a pay phone if you are worried about someting being linked to you), you can call the state attorney general's office or the governor's office (if you check the record, I believe you will find Rendell to be a contributor to rescue groups), call an independent or pure breed rescue and ask them what to do. You can also type up your complaints, and if you have photos mail them anonymously to reporters, state agencies, etc.
But the thing is this: I can promote the heck out of articles like this, but that's it - I have NO first hand knowledge of what you speak, ergo I have NO standing.
Those who have first hand knowledge have the moral responsibility, yes moral responsibility to DO THE RIGHT THING.
And people do read blogs, so maybe this will help.
But sooner or later, those with inside knowledge have to stand up and be counted. If you fear for personal safety, talk to the police.
I am not trying to be mean, but I don't know what else to tell you- your frustration comes out clear along with your anguish in your words. I can only listen and promote. If you have the knowledge to expose, you have to make that call.
Please don't give up. Explore your options.

The above site is for Delaware County Animal Control. Del Co has not had a dog warden for more than 2 yrs. But look at the above site, Ron Mon'real thinks he still is, I'm not sure how long he was the state dog warden, but he was quietly let go...He wears the uniform (cop wanna be) Freely uses the PA State logo..ok here is a brief list of what he has gotten away with and can be verified:
1-Told not to come back to del co court house for bringing in a gun
2-Escorted out of Bureau of Dog lic at court house for yelling at clerk...
3-Went door to door in Upland, asking if homeowner had a dog-if so made them buy a license, knocked on Lawyers door by mistake, there was a hearing concerning this episode.
4-Interfered w a police chase at cobbs creek, his dog bit a cop, told not to come back to Phila
5-Tried to "investigate" at Phila Police dog training center, they scolded him, was told not to return
6-Illegal flashing lights recently taken away
7-Charged the City of Chester to give Animal Control lessons, not authorized by State, printed out certificates w State Logo (but at least spelled first aid wrong on it) (frist aid, ha)
8-recently one of his "officers" Lisa, threw a scene at Springfield Animal hospital, told never to come back
9-While dog warden, did animal control illegally, so used the name of "Kevin" said it was his wifes business.
10-Saved the most unbelievable for last, are you ready?
For the past two years, if you went to Taylor Hosp, Springfield Hosp or Crozer ER's with an animal bite, your ER Records would be faxed to his home in Collingdale. Dept of Argiculture nor him bothered to change this information.
A friend of a friend works at Springfield Animal Hospital, got bit by a dog, that night, Ron Mon'real called her from info from her medical records. Same thing happened to another Springfield Animal worker, Mon'real calls. Sandra the manager, finally got Taylor and Springfield to take his fax number off their lists and it wasn't easy. He could be on other lists.
They filed a hippa complaint and to this date, not a thing has been done. Reported to CID, and nothing. I know TWO state reps were informed, and nothing. Girls that was bit, felt intimidated by him, scared to press charges, now thats a shame.
If you dare, go to his website which states he is the "dog warden" and he is not. Dept of Arg knows of this also, and nothing is done. I really don't get why this can go on and on. Also impersonates a Humane Officer--he scares people. He I believe is a bully.
Remember the BTK killer? tell me Mon'real doesn't look like him, its super scarey. What gives?? Go to the site, its so funny, it's not.

Secondly, none of the facts you have listed check out; I've called police and the correct authorities who deny all of this. So my question to you is what did he do to you?

I am the blogger who posted a post, YOU are responding to a COMMENT wrtten by ANOTHER anonymous poster, raising yet ANOTHER, SEPERATE Delco animal related issue. I am not responsible for the comments others posted here. I felt these Delco SPCA issues needed air time and I was correct - it does (look at ALL the mainstream media articles and news coverage on the topic). People have strong feelings about animal cruelty.
Now I have yet another question: if ALL of this is baseless, why are SO MANY PEOPLE UPSET AND POSTING? And as far as Delco stuff goes it seems that "deny,deny,deny" is their answer to everything. Delco officials should not have allowed the Delco SPCA to go on so unchecked for so many years. THAT is an OPINION. I am entitled to an opinion, as are others, and yourself.

I told Winnie at TOM GANNONS office the entire Mon'real story. I made an appointment, but due to an illness I had to cancel. She told me she told Tom why we wanted to speak to him.
I also wrote a letter to the Daily Times with all the information I gave you last month, to a reporter I can't believe I forget her name, Carey I think. I thought she would want such a story to report, maybe she is still investigating, I don't know...
Sandra just gave me permission to give you her email: SandraString@comcast.net if you need anymore information. She made and kept an appointment with RON RAYMOND last year. Sandra asked him WHO in Harrisburg she could contact concerning this Mon'real situation. RON RAYMOND told her not to deal with it, he would take care of it. To this date, there has been no response from his office.
I felt if I didn't tell what I know about this character, IF something awful happened, I can say I tried. Mon'real's abuse of power, impersonations (more than we know of, I'm sure), his breaking the hippa law, which can be proven...I just can't forget that BTK killer was also an animal control officer. His website surely tells you a lot, you can't deny he is using state logos like crazy and misrepresenting himself, as his picture in his uniform and dog stating he IS the State Dog Warden, WAS WAS WAS. As hard it is for this Mon'real to admit it, it is true, WAS. CAll the 800 number for dog warden, a recording will tell you Del Co does not have one at this time...Are these facts wrong?

FYI Rahn Monreal IS an animal control officer -- that's why he wears the uniform and he's legally allowed to solicit dog licenses from pet owners, as an animal control officer. Also, while dog warden, he could not have "done animal control illegally," since that's what dog wardens do. And he didn't use the name "Kevin" to say it was his wife's business. Kevin is his son. So please, if you have an agenda against this man, settle it on your own terms or with the Department of Agriculture instead of spreading inaccuracies to millions of people.

Just posting some facts that perhaps no one really knew about Rahn before posting them online. While you are certainly entitled to your own opinion, saying that there was some misinformation in the first comments about Rahn is not a misstatement. Collingdale is NOT a block away from Collingdale; it's actually much farther. But aside from that, I will just say that I work for the media and have been researching all of this information for weeks with no success, except that Rahn IS an animal control officer. And if he is such a threat to all these animal shelters and police, why wouldn't they be more than willing to tell me about all the bad things he does? Just a question.

You accused me of blogging mis information - I did not (and I do not know that all of the comments are misinformation, either). As for the logistics of Delaware County, I do not come from there. I posted the initial post to open community dialogue. (and I have quite well - look at all the comments that keep on growing)
If you ARE from the MEDIA, then you should perhaps rephrase what you are saying, so the other anonymous posters will have a certain comfort level.
And people must not be coming to you because (a) they don't know who you are (b) they are afraid of reprisal- we live in a somewhat hateful world, so I can't entirely blame them....
If you are from the media, perhaps you could set up an anonymous hotline, or a comment link on your paper where people could provide you with anonymous info more comfortably.
You came on pretty strong initially, and that spooks folks and irritates me, because it did seem thuggy. You should have included content of this comment "not a thug" in your initial comment.
If you read all the comments, you will see the e-mail address of an individual willing to provide information, and the names of some public officials contacted. Public officials are required to keep records of citizen contacts, which means you could get do a Freedom of Information Request on their offices, right?
Out of curiousity, how did you find this post? Are mainstream reporters finally using blogs as the citizen tool they are?
