To add your blog all you need to do is email the address mentioned on the "Add your blog" link. There is a button on that page you can use and add to your sites.
As for critiera - we look for folks who post regularly and have been around longer than a few weeks. We filter out blogs that resemble nothing more than sales pitches and/or post illegal material.
Your brother's blog looks like a great one to add :) I like the intro by your Grandmother :)
